"Higher education promotes social and economic development by building human and technical capabilities of a society. The development of higher education is highly correlated with the level of overall development. Technical change and institutional change are two key components of development. Higher education has an important role to play in facilitating these changes by helping to integrate advanced training and research with shifting economic realities. The focus should be on four main directions for reforms in higher education: greater differentiation of higher educational institutions, including the development of private institutions, redefinition of the role of the state in higher education with greater emphasis on institutional autonomy and accountability, and introduction of policies explicitly designed to give priority to quality and equity objectives.
In this book, it has been sought to examine main issues and aspects related to higher education which includes policy, network and financing in the global perspective in general and Indian context in particular and find out the relationship between development and transformation. Further, the dimensional perspective related to higher education and its policy have been examined since planning era. An attempt has been made to justify the need for new policy for higher education at different levels." (jacket)
