"Many countries now have water problems that they have never encountered before. They are squeezed between responding to land and water degradation caused by past mismanagement and the need to provide life support for growing populations.
Attempts to handle the crises have suffered form lack of co-ordination, inefficient legislation and enforcement--and a large measure of ignorance about our planet's dependence on water.
The dilemma is quite clear: In spite of its renewability, water is becoming increasingly scarce. Less than one percent of the globe's water resources is usable fresh water.
