"During and after World War II a movement has gained strength in which efforts were made by the psychologists and sociologists to improve the individuals and the society by identifying their latent faculties.

Ordinary people do not know that measurement is done of the latent faculties or the basic inherent powers in a man. Education can promote  an individual in many ways, but unless and until a man has inherent abilities of intelligence and emotions he can not develop beyond certain limits. In America many tests for testing intelligence were devised which were used on army people and later applied to school children." (jacket)
