"This book empirically examines the efficiency of bureaucracy for the economic development of a region. The analysis of the study is based on developmental outcomes of four different projects. As per the findings, bureaucracy tends to be successful where there is participatory development. On the other hand, without participatory development, bureaucracy by itself is of limited and negligible success. The study recommends that old attitudes of bureaucrats should be renewed in the context of the changing needs of the people and socio-economic dynamics. Introduction of quality control cell, proper monitoring and evaluation of the development schemes are the preconditions of bureaucratic efficiency." (jacket)
