The first has involved the gradual development of a democratic political framework under the constant challenge of social inequalities as well as violent centrifugal movements not only in Kashmir, but in other areas of the north and northeast as well. The second has involved the search for equitable economic growth, first through state-led development, and, since the early 1990s, through an increasingly free-enterprise orientation. The third dimension military security-has focused largely on border defence through reliance on conventional forces. For the first time, environmental degradation provoked by economic growth was considered from a global perspective, going beyond the occasional questioning of pollution problems during the 1950s and 1960s. In addition, the report launched a real debate on the morality of growth and of the differences in consumption and living standards between developed and developing countries. This book is a modest attempt to discuss all these issues. (jacket)
