Vietnam for some twenty years been engaged in major reform of its economy that has resulted in substantial implications not only for the growth of the economy but also for the cohesion of its society. The reform process is currently in a very fluid state with much having been accomplished but much still remaining to be done. Vietnam has achieved a high rate of growth in the early stage of its reform. Despite these impressive outcomes many problems remain. The recent shedding of labor from state owned enterprises has contributed to rising urban unemployment and the prospect of increasing social unrest. In addition the process of reform has contributed to rising labor migration and movement of workers from the countryside to the cities increasing income disparity and pressures upon the country\'s cities and environment.
