From the preface: "The research involves planning, designing and managing experimentation on physio-chemical and biological status of fisheries resources, their manipulations and control and other types of inquiries involving environmental, economic, legal and social sciences, all make a continuum of scientific studies from basic research through applied and adaptive research. It is important that research problems are correctly identified, prioritized and studied to achieve meaningful results to achieve the optimal potentiality of fisheries, consistent with national priorities, fish farmers and fishermen needs, prevailing environmental and economic conditions in the country and institutional capacities.   

The planning process becomes a very crucial and vital activity in fisheries research requiring large physical and financial resources, which are seriously limited world over. Also, uncertainty exists about the availability and assured continuity of these resources. Implementing the plan and managing research involve both scientific and financial performance, audit and accounting, management and motivation of scientists and support personnel, providing leadership and training of personnel and arranging support services. And then, disseminating the results of research by proper documentation and publication along with extension and demonstration, education and training, all of which are the integral parts of research management.

With the above background the book attempts to outline the nature of fisheries research, its administration and organization of research institutions along with delineation of fisheries and aquaculture disciplines. It also highlights the major issues confronting sustainable fisheries development in developing countries, and provides a framework of research planning and management along with packaging and transfer of technology, capacity enhancement in fisheries education, extension and training."
