The term non-governmental organization describes a wide variety of organizations variously known as private voluntary organizations, civil society organizations, and non-profit organizations. The dramatic proliferation in the number of NGOs and the growth in public and private grants and contracts flowing to these organizations have enabled them to become a powerful force force in world politics. True international accountability is for the moment an elusive goal, one that first requires a comprehensive definition and an answer to the complicated question, accountability to whom? There is no global method to ensure that NGOs are accountable to anyone, a fact that leaves their mandate compromised if NGOs do not as a sector prioritize the achievement of transparency and accountability.
