Top ensure prosperity and happiness to the people is the second important function of the state. The welfare of the people is the only objective of the state. Kautilya hence says in the happiness of his subjects lies king\'s happiness in their welfare his welfare whatever pleases himself he shall not consider as good but whatever pleases his subjects he shall consider as good. Hence for the welfare of the people the state has to carry out developmental activities like construction of dams settlement of virgin lands providing pastures for the cattle opening trade centres providing irrigation facilities etc.
