The book deals with the public grievances at the District, State and Central levels. It analyses the nature of citizen\'s grievances and their underlying causes, the inadequacy of the existing administrative machinery of the existing administrative machinery for redress of citizens complaints, and shows how ineffective it is in providing relief and in inspiring the confidence of the people. Is there an integrated policy in the government\'s efforts at redress of citizens\' complaints at the Districts State and Central levels? How for has there been a unified any systematic approach on the part of the government to the problem of redress of citizens\' grievances? While answering these questions the author stresses upon the need for an independent machinery for redress of public grievances and examines how far the Ombudsman type of institutions of Lokpal and Lokayuktas would be useful and workable in Indian conditions.

Some studies on this subject that have been conducted are limited in scope and range of analysis. This book is the only study which deals with the machinery for redress of grievances at the District State and Central levels in a comprehensive manner and from an integrated perspective.
