“The dimensions of refugee problem became so enlarged and complex during the interwar period that attempts were made through the setting up of international organisations to deal with the millions of refugees generated by the First World War and the break up of multinational empires. The lack of an adequate legal regime to ensure the rights of refugees, who as aliens are often among the most vulnerable members of society is an ongoing problem.
