"A national science policy provides guidelines to the government to finance, encourage and deploy the scientific resources, both human and natural, for executing short-term and long-term programmes towards attaining the welfare of society.

Science and Technology (S and T) has now become an important part of the national agenda. Linking S and T with the national development is a subject of increasing concern all over the world and this has gained momentum with the emerging technological revolution. So, with a view to accelerating the pace of development and improving the quality of life of people, The Government of India, has enacted national level policy declarations on science and technology. Besides, a number of national policy statements have been also adopted at the sectoral levels i.e. education, environment, industry, health, housing, textiles, drugs, patents etc. to have an impact on the pursuit and performance of S and T in the country.

The existence of the nature of these national level policies and acts for the promotion and protection of S and T can be taken as an indication of the national commitment for the advancement of S and T towards the socio-economic development of India. Some of these national policy declarations are compended here, in originals, for the convenience of science policy planners, economists, social scientists, legal experts, patent attorneys, investment bankers, entrepreneurs, R and D and technology management personnel, researchers, students of science policy studies etc. to devise future strategies for solving the emerging national problems by using the combined strength of science and socio-economic sectors.

Science and Technology has played a vital role in the emergence of modern India. "The emergence of India as a major global power" is "an idea whose time has come". The future beckons India to be prosperous." (jacket)
