The present study has been undertaken to assess the capability of employees of different levels in the public sector undertakings, the team building measures adopted by the public sector undertakings in attaining overall efficiency, the socio-economic back ground of the employees of the public sector undertakings and its impact on labour efficiency, the attitude of the top management in utilizing human resources for favourable working results and also the measures adopted by the public sector undertakings in developing the human resources.

The study is empirical in nature. Both primary and secondary data were collected from various sources. Primary data were collected from the employees of selected public enterprises in the areas of chemical, electronic and engineering industrial unit. Discussions were also held with trade union leaders, Government officials, executives of banks and other financial institutions and former and experienced top management personnel of public enterprises. The sample for the study consisted 970 employees belonging to top level 38, middle level 141 and lower level 791. Discussions were also held with 100 experts using separate interview schedules designed on the basis of primary data collected from the employees. The interview schedule consisted of questions designed to test the perceptions and beliefs of the employees regarding various individual traits and attributes as well as organizational factors influencing their work efficiency. Analysis and interpretations were made by integrating the primary data generated from three categories of employees various groups of experts and secondary data. Appropriate statistical tools like percentages, averages and ANOVA were used for validating the empirical evidence incorporated in the study.
