From the Preface: "Bangladesh is passing through a crucial time. The promised political reforms must make all people partners in the governance system. As long as bureaucratic administration subordinates people in the divisions, districts by a colonial setup and upazila administration are not anchored on the elected representatives there is practically no democracy for the people. The three layers elected governments that are practiced in the democracies and the author suggested in this booklet namely; local, middle and central government; come from his shared feelings with the silent majority spread over the countryside. Let people be the partners of the governance system that will make democracy sustainable and progress attainable in Bangladesh. The participation of the people in the governance system can only make Bangladesh march forward to prosperity."
