From the Preface: "Varied are the problems in India today, that still defy their solution. Since the year of independence, enormous developments in every field have taken place in our country. India being a welfare state has tried and still trying through state intervention to remove their social evils. Alexanderowicz rightly observed "A new constitution, like the score of a new orchestral work, can not be fully understood by reading alone but waits for \'performance through concerted action\'. Its success depends not only on faithful execution but also on its skillful and harmonious application in practices".
In this study Author have tried to analyse the plans, policies and legislations meant for the upliftment of downtrodden. He tried to find out that whether these plans, policies and legislations are beneficial for them or not. On the other hand he have also examined the way of implementation of these plans, policies and legislations that whether they are implemented to help the downtroddens or not.
An attempt has made to see that whether these are helpful for the upliftment of them or not, and also to find out that what are those causes which are responsible for this state of affair instead of all these efforts."
